Looks like a second air-intake. IMHO not the best place, facing to the ground and spray of the frontwheel.

But may be, there"s another explanation. :-D

Da dort steht "for the locker", würde ich auf eine unkonventionelle Sicherheitsmaßnahme (Öse zur Durchführung eines Kabelschlosses/Kette) tippen.

As it says "for the locker", I would guess it´s an unconventional safety-feature (hole in the floorboard to put through a cable/chain to lock the scooter to something solid like a lamp-post or similar).
