what is the diference between the brake drum from a vespa with the oil seal inside the engine and a brum with the oil seal on the outside of the engine

the drum for a "seal inside engine" has not necessarily a face for the seal to run on, most of them have a rough cast surface there - a drum is typically for a "seal outside engine" if it has a machined surface for the seal to run on.

apart from what has been said already the brakes are identical, at least in terms of brake shoes, dimensions of levers, drumm size etc.etc.

so you can use a drum from an oil seal out-side engine on a oil seal in-side engine?
